It's Too Late To Purchase Travel Insurance For Possible Airline ...

It is too late to purchase travel insurance for the potential strike of United Airlines, warns travel insurance comparison site, Squaremouth.

In the event of a strike, travelers may mistakenly believe that travel insurance will protect them from associated losses. While many policies do cover strikes, there are restrictions. ?In order to claim the cancellation benefit of many travel insurance policies, the tickets must be purchased while a strike is completely unforeseen,? explains Chris Harvey, CEO of Squaremouth. ?Coverage will not be provided for tickets purchased after talks of a strike have been made public.?

A travel insurance policy with this benefit must also be purchased while the strike is unforeseen; unless both the policy and tickets are purchased prior to a strike announcement, the benefit is void. Because the possible strike of United Airlines is now common knowledge, coverage for it can no longer be purchased.

Since the merger between United and Continental airlines in 2010, pilots have continued to work under separate agreements from each of the former airlines. However, the changes sought by the pilots require formulation of a joint contract. After two years of failed negotiations, United pilots have voted to authorize a strike.

The vote doesn?t guarantee a strike will occur.

Because of the massive economic implications of a major common carrier shutdown, federal law makes it very difficult for airlines to organize a strike. In order for the proposed strike to move forward, the National Mediation Board will have to declare an impasse in negotiations, which would begin a 30-day countdown. Unresolved, this could initiate a legal strike if Congress or the President do not step in to block it.

If an airline has organized a legal strike and the 30-day countdown is underway, purchasing tickets for travel dates that fall after the deadline may be a gamble. Alternatively, if tickets and travel insurance are purchased before a strike becomes public, the trip cancellation benefit of many policies will provide coverage. The strike must be active, and there must be cessation of all of the airline?s services.

If a United Airlines strike actualizes, it is too late to purchase a policy that will cover any costs incurred due to it. Hopefully, both parties will soon reach a deal that will hedge a strike. Until then, Squaremouth recommends air travelers follow developments in negotiations in order to sidestep any possible problems with travel reservations.

Florida man dies when car hits his bike in NC

SNOW HILL, N.C. -- A Florida man has died after a collision in North Carolina.

WNCT-TV reported (http://bit.ly/MWfwWy) the wreck happened along U.S. 13 in Greene County on Saturday afternoon.

The Highway Patrol says a 79-year-old Snow Hill man failed to stop at a stop sign and hit a sheriff's deputy's vehicle. One of the vehicles then hit two motorcycles.

One of the bikers, 58-year-old Everette Best of Satellite Beach, Fla., died in the crash.

The deputy was treated and released.

The investigation is continuing.

SHOULDERING THE BLAME

The U.S. men's gymnastics team faltered as a team in Monday's finals. But John Orozco thinks he's to blame.

"I feel personally responsible. I did five events and I botched two," he said after the fifth-place finish.

Orozco said he messed up on both the vault ? "If you saw, I fell on my butt" ? and the pommel horse, where "I did so poorly, it counted as if I fell twice."

Sam Mikulak says no one member of the American team was at fault for the performance.

"He's definitely being too hard on himself," Mikulak said, adding the team still showed it is young and improving and "will be a force in Rio."

ANY MEDAL COUNTS

Kristian Thomas finished his floor routine confident he'd done enough to give Britain its first men's gymnastics team medal in 100 years.

But he was too nervous to look.

After his score was posted, and the arena erupted in cheers, he finally glanced over and saw his team had claimed the silver medal.

And then it was gone.

A protest by the Japanese pushed them from fourth to second, knocking Britain down to bronze.

Thomas didn't care.

"We didn't quite get it in our hands, so we never really had it," he said. "Bronze, in our home games, is still absolutely amazing. If someone had told me at the start of the day we'd win a medal, I would have taken that straight away."

MORE ON THE FENCING DRAMA

Sports cliches are easy to come by, but nail-biting does not begin to sum up the drama at the Olympics women's epee.

During a semi-final match, South Korea's Shin A-lam lodged an appeal against a controversial decision by referees.

She and her opponent, Britta Heidemann of Germany, had played three times for the winning point, each time with just one second left on the clock. This itself left many spectators wondering: for just how long can you string out one second?

It was during the third "second" that Heidemann scored the winning point. The South Korean coach started an appeal process that lasted an hour, apparently arguing that the win was scored out of time. All the while, Shin refused to leave the piste as by doing so she would accept defeat.

Referees eventually called it in favor of the German.

The crowd, however, overwhelmingly showed support for Shin and many gave her a standing ovation as she left the arena. Shin returned just minutes later for the bronze-medal match but after an early lead fell to defeat. Each time she scored, though, she received much applause and some foot-stamping. The crowd gave her yet another standing ovation as she bowed out.

Previously during her hour-long appeal she had sobbed uncontrollably before the 8,000-strong auditorium.

Working with the latest cameras allows for very sophisticated multiple exposure technology. Photographers can now do something that in the days of film was very difficult if not impossible.

It's the digital equivalent of not advancing the film and allowing a sequence of several exposures to appear in the same frame.

The multiple images are captured at split-second intervals, buffered and then saved in one file. The camera is able to recalculate what needs to happen for the image to come out making visual sense.

Brazilian basketball legend Oscar Schmidt visited the U.S. men's basketball practice on Monday and was somewhat surprised he was recognized by players too young to have seen him play. Schmidt scored nearly 50,000 points during his career. He never played in the NBA, however, he made his mark on American hoops by almost single-handedly beating the U.S. at the 1987 Pan American Games in Indianapolis.

Schmidt led Brazil to a win over an American team featuring David Robinson and Danny Manning.

There was some debate among U.S. reporters Monday about Schmidt's point total before he was asked.

"I scored 46," he said, "35 in the second half."

"That was always the case," he said laughing.

There's no gold medal for technology, but if there were, Jonny Ive would be a world champion.

The Apple vice president, the design guru behind the iPhone and iPod, attended a London summit Monday aimed at using the London Olympics to boost Britain's creative industries. The U.K. hopes to secure about 1 billion pounds ($1.6 billion) in deals.

"The creative industries are an integral part of the U.K'.s economic success and future growth," Culture Secretary Jeremy Hunt says.

Hunt was also at a reception hailing British design along with the country's most glamorous royal, the Duchess of Cambridge, previously known as Kate Middleton.

FENCING DRAMA

Big drama at the women's epee semi finals in the fencing.

The South Korean team staged an official protest after Shin A-lam lost in the semifinals, claiming the match was already over when opponent Britta Heidemann of Germany scored the winning point.

Shin and Heidemann were tied at 5-5 when the German seemed to score in the final second.

A jury spokesman said it would "take a while to come to a decision in this delicate situation."

In the meantime, Shin was not allowed to leave the strip and sat, in tears, waiting for a decision.

STILL BIG IN WEYMOUTH, BY GEORGE

King George III is still a popular figure in Weymouth, the English Channel resort hosting Olympic sailing.

Seems that the monarch, best known in the United States for losing the American colonies, helped put Weymouth on the map with his summer visits from 1789 to 1805 for therapeutic saltwater dips.

There's a statue of the monarch on one end of the Esplanade, the walkway and road that run parallel to the beach. The inscription reads: "The grateful inhabitants to George The Third on his entering the 50th year of his reign."

A more interesting image of the king is called the Osmington White Horse. Carved into a chalk cliff outside of town, the giant image shows the king riding a horse. It can be seen for miles, including from the sailing courses on Weymouth Bay.

Legend has it that despite the carving being intended as a compliment, the king was offended because it showed him riding away from town, and he never returned.

Soldiers dancing in conga lines, bikini-clad cheerleaders, spectators stacking plastic beer cups in tottering towers ? is anyone watching actual Olympic beach volleyball?

Even spectators taking in a match Monday between the men from Great Britain and Brazil were distracted by activity in the stands at central London's Horse Guards Parade.

As rival sections of the arena competed to build the largest beer cup tower, jumbo screens showed troops joining a conga line around the 15,000 seat venue.

Even those watching the sandy court faced distractions, including dancers in skimpy outfits who performed during each major break in play.

After his father died of brain cancer a year ago, teenage diver Tom Daley went into the Olympics determined to win a medal "for myself and my dad."

The 18-year-old Briton missed out in his first event on Monday, finishing fourth in the 10-meter synchronized platform with teammate Pete Waterfield.

What made it worse for Daley was the response from one Twitter user.

"You let your dad down i hope you know that," (at)Rileyy69 tweeted.

Daley retweeted the abuse and said: "After giving it my all...you get idiot's sending me this."

ABSTRACT: The Federal Trade Commission has investigated the structure and competitiveness of the petroleum industry many times over the past 100 years. Some of the Commission?s most intensive investigations were initiated in response to Congressional inquiries, most notably the enormously expensive and ultimately fruitless attempt to dismember the industry vertically in the 1970s. Since that case ended in 1981, the FTC has attempted to limit the influence of ?political antitrust? on the petroleum industry despite intense political interest in the price of gasoline. Although the agency has conducted several substantial investigations of the industry without finding evidence of illegal conduct, and appears to apply strict standards in its review of petroleum industry mergers (suggesting the continued influence of political considerations), on balance, the FTC has succeeded in limiting the influence of politics on its antitrust enforcement decisions.

We seek both to acknowledge and to begin to explain the FTC?s recent success, drawing primarily from incidents over the last fifteen years. We focus on three areas of intense political interest in which the FTC has avoided implementing what we think are extreme and unnecessary suggestions from congressional and local enforcement officials: (1) merger enforcement; (2) scrutiny of certain business practices, such as zone pricing; and (3) retail prices. The FTC has largely succeeded in recent years in avoiding Congressional control over its petroleum industry agenda through five steps: (1) continuity across administrations in the standards used to challenge mergers and identify problematic conduct; (2) a commitment to transparency; (3) engaging its critics and a willingness to subject itself to self-criticism through the use of retrospective reviews of its enforcement decisions; (4) a robust research agenda conducted by the FTC?s Bureau of Economics; and (5) an affirmative, pro-competition program, illustrated by the FTC Office of Policy Planning?s comments on state proposals that would limit or restrict competition in the petroleum industry.

But the art installation that we're most excited about is the one by artist David Cerny, who retrofitted a 6-ton London double-decker bus with a gigantic pair of human arms. Several years ago I wrote ?Humbled in Taiwan,? a commentary for The British Medical Journal.

The piece was prompted by a conversation between a health services researcher and the head of health information technology of Taiwan?s Bureau of National Health Insurance, which administers Taiwan?s single-payer national health insurance system. By that time, virtually all of Taiwan?s claims were billed electronically.

In that conversation, the bureau?s head of health information technology lamented that some hospitals and physicians in Taiwan still failed to submit fully completed claims forms for encounters with patients within 24 hours of the encounter.

Twenty-four hours?

In the United States, claims settlement for medical procedures under private health insurance can take up to three months; it takes about three weeks for Medicare. As I noted in my commentary for The British Medical Journal, ?private health insurance companies in the United States count themselves lucky if high-priced actuaries can tell them in the middle of the year what the carrier ultimately will have to pay the providers of health care for services rendered in the previous year.?

Since 1995, Taiwan?s 23 million people have enjoyed universal, comprehensive health insurance coverage under its single-payer national health insurance system, which is financed by a mixture of payroll contributions from employers and employees and government subsidies.

The system is administered by the Bureau of National Health Insurance, whose administrative budget absorbs less than 2 percent of the system?s total spending for health care benefits. Over all, Taiwan spends about 6.9 percent of its gross domestic product on health care, compared with close to 18 percent spent in the United States. (More detail on the genesis of the system and its modus operandi can be found in this article in Health Affairs and on the bureau?s Web site.)

About two weeks ago, I attended the Europe-Taiwan Health Dialogue, held in Taipei. That two-day conference was sponsored jointly by Taiwan?s Department of Health and the European Health Forum Gastein, whose European Health Forums are among the leading platforms for discussions on health policy and are attended by participants from around the world. (My travel to the conference, to which I was invited as an academic expert, was underwritten by the Department of Health.)

As an American, I found myself humbled again by a presentation, ?Information Technology and Patient-Centered Care ? the Case of Taiwan,? delivered by Dr. Min-Huei Hsu, director of the Medical Informatics Center of Taiwan?s Department of Health.

Dr. Hsu?s presentation brought to my mind a chapter on health information, which, as chairman of the New Jersey Commission on Rationalizing Health Care Resources, I wrote for the final report published in January 2008. In that chapter I sketched out the vision for a 21st-century health information system for New Jersey that had emerged from discussion among the commissioners.

Alas, more often than not, the work of such commissions amounts to howling into the wind in our latitudes. It certainly did in that case.

But, in Taiwan, I saw much of such a system in place and fully operating, and mused how long it might take New Jersey, and much of America, for that matter, to come this far.

In Taiwan, the Department of Health, the very active Bureau of Health Promotion, the Centers for Disease Control and other governmental administrative functions are linked in a network that allows a select set of professionals access to its database, under strict controls to secure privacy. Clinics, hospitals and pharmacies are also linked to this central database.

Among other things, this data system allows the guardians of public health to detect quickly the incidence of certain illness that may be infectious, such as severe acute respiratory syndrome, or SARS.

Now in its third year is a clinical interface among health care facilities that already includes half of Taiwan?s 500 hospitals. By 2016, all Taiwan?s hospitals and 20,000 clinics where physicians practices are to be on this electronic medical record system.

This data system allows physicians in one hospital or clinic to get access to an individual patient?s medical record, but only under strict conditions of privacy. The record includes hospital discharge summaries and medical records from outpatient visits, including prescriptions, lab tests and digital images. Such data-sharing among clinicians in different health care facilities or systems is rare in the United States. Again, roughly half of Taiwan?s 500 hospitals are already linked in this way, in the system?s third year.

To access a patient?s file requires that the physician has an authorized digital signature to do so and, more important, that the patient has swiped his or her own, personal electronic smart card through the specialized card reader on every physician?s desk, thus authorizing the access.

That card reader has slots for both the patient?s and the physician?s electronic smart card. It links patient and physician directly to the data center of the Bureau of National Health Insurance at the very time the encounter takes place. Thus it allows the bureau to track health care use virtually in real time and also to monitor the behavior of patients given to excessive doctor shopping.

Touring a rural area, we saw mobile clinics on wheels, equipped with imaging devices (mammography scanners, sonar scanners and X-ray machines) for general check-ups of rural populations in remote areas. In front of the mobile clinics sat young technicians with laptops, linking to the Bureau of National Health Insurance data center both patients and physicians, with the latter also having access to the patients? medical records.

The information network also includes electronic kiosks in hospital lobbies; about half of Taiwan?s hospitals now feature such kiosks. Using a secure identification card, a patient can make an appointment with a doctor or review her own medical record, including results from tests or scans. To find more about what the test results might indicate, she could use electronic links to explanations. Finally, since all medicines are bar-coded, she might consult the kiosk about the specifics of drugs prescribed for her.

Currently in the field are pilot studies for a national tele-health project for long-term care.

I am sure that there are pockets here and there in the United States with similarly advanced health information technology. Kaiser Permanante, for example, is bound to be as advanced and perhaps even more so. The Veterans Administration is known for its electronic health information system. Some larger health systems and academic health centers may also have highly developed intra-system information systems.

But I wonder how many Americans today can walk up to a multifunction kiosk, find their own medical records, make appointments with doctors and learn there about lab tests and prescription drugs. I wonder how many American doctors today can reach their patients? complete medical records across different health care facilities and systems.

I do not want to romanticize Taiwan health care. Like any health system, it has its share of problems, all the more so because, at only 6.7 percent of G.D.P., the system is underfunded by at least a percentage point or so, using international standards.

I also am persuaded that Taiwan needs a larger supply of doctors. Nor would even Taiwan?s health experts assert that their health information system is perfect. It remains a work in progress.

But a national health system must be judged not only by the level of health care it delivers, but by what it offers its citizens for the money they spend on it ? by its cost-effectiveness, in professional jargon.

In the United States, the Business Roundtable concluded in a 2010 study that given its high level of spending on health care, the American system shows a 23 percent value gap relative to what Europeans spend and get in return, and a 46 percent value gap relative to spending in Asian countries, including Taiwan, Japan, South Korea and Singapore.

At its best, the American health system probably is unrivaled in the world, staffed by highly trained and hard-working doctors and nurses. For the most part, it boasts luxurious health care facilities.

Oddly and sadly, however, the United States has yet to harvest the full benefits of modern electronic health information. Our nation?s engineers and entrepreneurs design smart hardware and software for health care, but we do not seem to use our own products as smartly as do many other countries.

JAKARTA, Indonesia (AP) ? Indonesian zookeepers have moved an orangutan out of visitors' sight so she'll no longer smoke lit cigarettes people regularly throw into her cage.

Taru Jurug Zoo spokesman Daniek Hendarto said Thursday that Tori and her male companion, Didik, were moved Wednesday to a small island within the zoo. There are four endangered orangutans at the zoo in the Central Java town of Solo.

The 15-year-old Tori has been smoking for a decade. She mimics humans by holding cigarettes casually between her fingers while visitors watch and photograph her puffing away and flicking ashes on the ground.

Hendarto said recent medical tests show the four primates are in good condition. The two other orangutans will be moved later to another island.

Google Talk down for 'majority of users' (update: services restore)

Google (and several users) are reporting widespread outage on its Talk service. Although there's no time set for when the service might return, Google says that it's "continuing to investigate this issue," aiming to give a status update later today, at 1:50PM ET. The service has been reportedly down for two hours.

Update: And it appears to be back, according to both Google and our own accounts. Some users appeared to get an early return to full service, while others had to wait for the mobile apps to recover. Apologizing for the outage, Google stated that, "system reliability is a top priority," and that the company is "making continuous improvements to make our systems better."

• Real estate signs ? Yes it may be a convoluted approach, but you can drive through neighborhoods that you are interested in to see if you can find some foreclosures yourself. Look for signs posts that have the words foreclosure, bank repo, or bank-owned on them.
• Major bank websites ? Quite a few of the larger banks keep a list of foreclosed properties online. A quick search may reveal whether there is something available in your desired area.
• Auction houses ? These auction companies sometimes sell more than 100 homes in a single day. Even though it is possible to find a steal in their inventory, remember that people are often worked into a frenzy because of the constant bidding. As a result, they end up spending more money than they wanted, or their property is worth.
• Government agencies ? You can find some good deals here, providing that you qualify for purchase.

Mass Shootings: Why It's So Hard to Predict Who Will Snap

As the alleged shooter in last week's Aurora, Colo., movie theater killings made his first appearance in court today (July 23), his every facial tic was scrutinized for clues as to why he might have launched his attack against theater-goers at a midnight showing of the newest Batman movie last week.

But even if James Holmes eventually reveals his motives, psychologists say, the answers are unlikely to be satisfactory.

"Even when you pull the pieces together, they really don't add up," said Mary Muscari, a forensic nurse at Binghamton University in New York who has researched mass killers. The histories of mass shooters sometimes show common threads, such as a series of disappointments leading up to the event, Muscari said. But in the end, the spark that drives people to violence is unknown, and the events are rare enough that it's hard to generalize from case to case.

"There are certainly a lot of people who have a lot of things go wrong, and they're not committing mass murders," Muscari told LiveScience. "Even when you look at mental illness, most people with mental illness are not violent."

Searching for a common thread

Holmes allegedly entered a theater showing the Batman film "The Dark Knight Rises" shortly after the movie began on July 20. Dressed in protective gear and bearing tear gas and three guns, Holmes opened fire on the crowd, killing 12. [10 Most Destructive Human Behaviors]

Mass killers follow different enough patterns that it's incredibly difficult for researchers to pin down common threads, said Frank Farley, a psychologist at Temple University and the past president of the American Psychological Association.

"Each one is a recipe with some common ingredients, perhaps, but then ingredients that differ," Farley told LiveScience. "For example, many are white males between 20 and 30. On the other hand, there are millions of such males in this country."

And there are exceptions to every trend. Seung-Hui Cho, who killed 32 during a shooting rampage at Virginia Tech in 2007, was of Korean descent. Eric Harris and Dylan Klebold, the perpetrators of the Columbine High School massacre in Littleton, Colo., were 18 and 17 years old, respectively. In a relatively rare case of a female perpetrator, University of Alabama, Huntsville professor Amy Bishop has been charged with killing three and injuring three more during a workplace shooting in 2010.

Mass killers can target strangers, coworkers or family members, Muscari said. A common motive is revenge, she added.

"Revenge is a fluid thing," Muscari said. "It could be something very specific against a certain person, it could be a general thing in the workplace or school, or it could be very diffuse, where they go shoot up a restaurant."

Mass killers are often portrayed as socially isolated loners, but that's not quite accurate, said Katherine Newman, a sociologist at Johns Hopkins University who has studied high-school and university shootings.

"In fact, they are very rarely loners," Newman said. "After the fact, when you interview people who knew them, they'll say, 'He had friends. I was one of his friends.' But in general, their social experience is not one of easy incorporation."

In other words, many mass shooters, rather than wanting to be alone, have a history of struggling to connect. They experience rejection by their peers or they draw back from potential friendships, assuming they'll be rejected if they try. They believe they're perceived as insignificant, Newman told LiveScience.

"They want to be seen as notorious, and unfortunately, there's a lot of social reinforcement for the glamour of being notorious," she said. "They imagine how cool it will be when everybody knows their name ? I know this sounds absurd, but in some ways, revulsion or notoriety is preferable from their point of view from anonymous and insignificant." [10 Surprising Facts About the Teen Brain]

Extreme events

But even here, the psychology of mass killers remains evasive. Plenty of people struggle with friendships, Newman said, and only a "tiny, tiny infinitesimal fraction of them [does] something like this."

As soberingly frequent as mass shootings may seem, they're extremely rare from a scientific perspective, researchers said. There has been a gradual increase in multiple-victim homicides, though the statistics are still low: 3.1 percent of murders in 1976 and 4.4 percent in 2005, according to the Bureau of Justice Statistics. That statistic includes all homicides with multiple victims, not only sprees like that in Aurora.

The larger the group of people psychologists can study, the more they can delve into causes of behavior, and the more sure they can be of their results. Mass killers just aren't very common.

Compounding the problem, Farley said, is that most psychological tests and theories are based on more or less normal psychology. It's a paradigm that can explain things like happiness, depression and anxiety, but it doesn't work as well when faced with extreme cases, he said. [Top 10 Controversial Psychiatric Disorders]

"I worry that we may not even be able to get a good fix, in a sense, on his mental health status," Farley said of Holmes. "There just aren't enough reference points."

Though little information has been released on Holmes' mental health, Farley said he'd be surprised to find out that the alleged shooter was psychotic, given the months of planning that went into his spree.

Calling for prevention

Farley and others contacted by LiveScience could only speculate on Holmes' motives, given the scant information available about the case. There have been shootings in the past by struggling graduate students, Farley said, citing a 1991 murder-suicide at the University of Iowa in which a friend of Farley's along with four other professors were killed. The pressure of living up to expectations in graduate school can be very stressful, Newman said, potentially exacerbating violent tendencies.

There are other questions to ask as well, Farley said, from how socially isolated Holmes was to why he may have developed a focus on the Batman franchise, dying his hair a Joker-like shade of red (Batman merchandise was also found in Holmes' apartment).?

Psychologists interviewed for this story agreed that the pressing problem is to find a way to prevent these killing sprees before they happen. Even in people who will never snap, the problems of social isolation and feelings of insignificance are terrible burdens, Newman said.

"It's not so much to catch shooters, because we know that's very difficult, but actually to address very widespread problems that reach millions of kids," she said.

Though the U.S. homicide rate has dropped in the last decade or so in the U.S., psychology should also focus more on less headline-grabbing violence, Farley said, arguing for a concerted effort to study what he called the "heart of darkness" in humanity.

"I sit here in Philadelphia with 400 homicides a year," Farley said. "It's not just mass murders. It's just everyday slaughter."
