LMFAO's Redfoo Opens Up About Honduras Concert Fire

DJ set cut short after venue's electrical system caught fire and at least 15 fans suffered smoke inhalation.

LMFAO's Red Foo was forced to cut short a Wednesday night DJ set in Honduras after a fire broke out, filling the venue with smoke and sending fans scrambling for the exits.

According to TMZ, Red Foo was nearing the end of his performance at the Coliseo Nacional de Ingenieros in the capital city of Tegucigalpa when the venue's electrical system reportedly caught fire, filling the venue with smoke. According to reports, no one was seriously injured, though at least 15 fans were treated for smoke inhalation. Local television reports showed fans being escorted from the venue and receiving oxygen. Honduran authorities suggested the fire was intentionally set, though at press time, it was not clear if anyone had been arrested in connection with the blaze.

Immediately following the abrupt end to the show, LMFAO's Redfoo took to his Twitter account, joking, "Epic concert tonight!!!! Everybody in Honduras, we set the place on fire!!!! #sorryforpartyrocking." He then responded to a fan about the fire, writing, "They told us there was a fire when we were on stage. Then we went to the dressing rooms and there was smoke in the halls."

He then changed his tone, writing, "On a serious note, hope everybody is safe from the fire tonight! Love you Honduras!"

Through LMFAO's label, Interscope, Redfoo gave this account to MTV News: "All of a sudden, right in the middle of 'Beatockin,' my manager Ian Fletcher shouted, 'There's a fire under the stage. We have to go!'

"I didn't want to go!" he continued. "I didn't realize how serious it was. The security escorted us out the venue. We were forced to leave a few items behind, nothing irreplaceable.

"I hope everybody is safe," he added. "Honduras fans are true party rockers! This will go down in history as one if craziest Redfoo DJ sets ever."

Less than 24 hours removed from the fire, the hard-partying duo were pressing on, celebrating the ascension of their hit "Sexy and I Know It" to the top spot on the Billboard Hot 100 singles chart (knocking off Rihanna's "We Found Love") and prepping for a New Year's Eve gig at the Haze nightclub in Las Vegas, where, hopefully, nothing will catch fire.

Italy short-term debt costs halve at auction (Reuters)

MILAN (Reuters) ? Italy's short-term debt costs halved at auction Wednesday as a new package of budget austerity and an injection of cheap long-term money from the European Central Bank won Rome some respite in thin year-end markets.

Analysts warned market nerves could easily reignite and pointed to a tougher test Thursday when Italy will sell up to 8.5 billion euros ($11.1 bln) of longer-term bonds, including three- and ten-year paper.

But the lowest six-month auction yield and strongest bid-to-cover ratio since September added to a sense that some of the tension around the countries now at the center of Europe's debt problems had eased for a moment.

European stocks (.EU) rose and the euro edged up in response.

"This is the first piece of good news for Italy's bond market since the crisis erupted (for Rome) in July," said Nicholas Spiro of Spiro Sovereign Strategy.

"While today's auction was supposed to be the less challenging of this week's two sales given the shorter maturity of the debt on offer and the predominantly domestic buyer base, it's still a success."

Italy paid an average rate of 3.25 percent to sell 9 billion euros of six-month BOT bills, down from a euro lifetime record of 6.50 percent just a month earlier. It also sold 1.7 billion euros of 24-month, zero-coupon bonds at a yield of 4.85 percent, down from 7.8 percent a month ago.

Since then the ECB has flooded euro zone banks with almost 500 billion euros of longer-term liquidity and the Rome government has overcome internal opposition to a radical pension reform as part of Italy's third budget package since the summer.

Spain's six-month debt costs also more than halved to 2.4 percent at an auction on the eve of the ECB's bumper tender for three-year money on December 21.

"Many things have changed from a month ago," an Italian bill trader said. "This doesn't mean we can rule out further problematic auctions. Markets are easily unnerved."

PREMIUM

Doubts about how much of the ECB money would find its way to troubled government bonds have weighed on Italian and Spanish yields and investors are mindful that Rome must refinance some 91 billion euros in bonds in the first four months of next year.

Italian ten-year yields briefly climbed back above 7 percent this week, pushing the premium over the equivalent German benchmark above 500 basis points. Wednesday, the yield was just above 6.8 percent and the premium around 489 basis points over Germany.

While Rome can count on healthy appetite from domestic retail investors for short-term bonds and bills, longer-term debt sales are a better measure of underlying interest from external buyers.

"Demand for short term paper is good. It remains to be seen whether this extends to the longer maturities," said Credit Agricole strategist Peter Chatwell.

Italy paid a euro lifetime record high yield of 7.56 percent to sell ten-year bonds at the end of November.

Traders say that the ECB targets maturities only up to 10-years in its bond buying program, further limiting the appeal of longer term Italian issues for primary dealers.

TESTING START

Standard & Poor's -- which is expected to release its eagerly awaited verdict on debt ratings for 15 euro zone countries in January -- has warned the first quarter of next year will be "tough," especially for Italy.

In a push to regain market confidence, Italy's parliament gave the final seal in the run-up to Christmas to an emergency austerity budget rushed through by a new technocrat government.

Market attention has now turned to the reform agenda of Prime Minister Mario Monti who has promised to tackle Italy's chronic low-growth problems -- after inaction by former PM Silvio Berlusconi pushed the country to the brink of financial disaster.

"Italy needs some breathing space to implement its reforms. Yet market pressures are set to intensify in the coming weeks given the large amount of debt falling due in the first quarter alone," Spiro said.

Monti has convened a cabinet meeting Wednesday to outline his plans and he could provide some indications to investors in his traditional year-end press conference Thursday.

Analysts expect Monti's 33 billion euro austerity package to further harm Italy's weak internal demand, making efforts to revive growth through a series of long-delayed liberalisations even more crucial.

Totaling more than 15 billion euros, demand for the BOT bills equalled nearly 1.7 times the amount of offer and was also much larger than BOT redemptions Totaling 8.8 billion euros.

Romney looks beyond GOP presidential primary (AP)

LONDONDERRY, N.H. ? Republicans have yet to cast a single vote but Mitt Romney is starting to sound like he's already won his party's presidential nomination.

The former Massachusetts governor largely ignored his GOP rivals while speaking to New Hampshire voters Tuesday. With Iowa Republicans set to begin voting in exactly one week, Romney focused instead on President Barack Obama.

And he sounded increasingly optimistic about his chances.

"I'm not exactly sure how all this is going to work, but I think I'm going to get the nomination if we do our job right," Romney said inside the packed dining room of the Coach Stop restaurant, hours before he was to arrive in Iowa to spend the next several days campaigning across that state by bus. "What this president is doing is trying to turn us into an entitlement nation. That's a deadening approach to a nation that has always been powered by the pursuit of happiness."

As he has done consistently, Romney played down his expectations for the Jan. 3 Iowa caucuses, the first stop on the path to the GOP nomination.

"I'd like to win in every state, but I'm really not going to get into the expectations business," he said after a subsequent campaign stop. "What I know I have to do is get about 1,150 delegates and that's going to take time in a lot of states, and I hope to get off to a good start."

Romney dinged his chief rival, former House Speaker Newt Gingrich, very briefly only when prompted by a reporter.

Republican Party officials in Virginia announced over the weekend that Gingrich had failed to submit enough signatures to get on the ballot for the state's March 6 primary. Campaign Manager Michael Krull compared the situation to the Japanese attacks on Pearl Harbor in December 1941.

Asked about Gingrich's Virginia ballot problem, Romney referenced a famous "I Love Lucy" episode.

"I think he compared that to ... what was it, Pearl Harbor? I think it's more like Lucille Ball at the chocolate factory," Romney said, referring to the episode where Lucy is humorously overwhelmed by her job. "You've got to get it organized."

It was Romney's first direct criticism of Gingrich on a day when he otherwise ignored his Republican rivals.

Romney focused instead on broad issues likely to win over independents, a voting bloc that's expected to play a critical role in next fall's general election. He promised to reach across the aisle to Democrats if elected.

"I'm not going to spend my time bashing the Democrats and attacking them day in and day out, because that makes it impossible to sit down and work together," he said.

And in a nod toward the country's surging Latino population, Romney added that he's open to expanding legal immigration.

"It is a great source of vitality," he said. "And to protect legal immigration, and potentially make it larger, we want to stop illegal immigration."

Romney also teased a hypothetical general election sales pitch against Obama in which he'd ask voters, "Do you think you're better off than you were four years ago?"

"We know the answer to that one," he said with a smile.

Munda 'befriends' Japan PM at summit













New Delhi, Dec. 27: Arjun Munda waited patiently for the visiting premier at the door of Hotel Taj Palace?s Durbar Hall this evening, insisting on ?friendship first? even as other dignitaries posed for the camera at the launch of the India-Japan Global Partnership Summit scheduled for 2013.

Despite arriving late, Japanese Prime Minister Yoshihiko Noda spent a few minutes in private with Munda before entering the hall. Though sources claimed it would attract financial assistance for building roads and bridges in the state, the chief minister stressed on friendship.

?Yes, we talked about infrastructure development and about developing an agri corridor. These are our plans. But I didn?t request anything from him (Noda) today. Pehle toh friendship karte hain. Phir aage dekha jaayega,? Munda said.

The outcome of the meeting was summed up in a terse reply from a senior state official: ?Nothing great.?

Addressing business tycoons, politicians, bureaucrats and diplomats, Munda said, ?As a new state, we have abundant economic and social resources which we would like to work on with Japan. I ensure our government?s full support for all your endeavours...I look forward to a more active engagement with Japan.?

Investigators say the break-in occurred at the Pennsylvania Avenue United Methodist Church in Pine City. They say that the burglars caused extensive damage and stole an undisclosed amount of cash.

In swing Ohio, Gingrich gaining the "not-Romneys" (AP)

WEST CHESTER, Ohio ? For "Anybody but Romney" Republicans in a key conservative region of Ohio, Newt Gingrich has been picking up support as an alternative to the former Massachusetts governor.

The former House speaker has moved to the top in recent polling in Ohio, just as Republican presidential candidates prepare for the Jan. 3 caucuses in Iowa, followed closely by the New Hampshire and South Carolina primaries. Ohio's presidential primary is scheduled for March 6, one of the biggest prizes for Republicans among about a dozen states voting on "Super Tuesday."

Mitt Romney hasn't excited some of the party's staunchest conservatives for reasons that include his past support of abortion rights and enactment of a Massachusetts health care plan that's often compared to President Barack Obama's overhaul.

Some conservatives had flirted with supporting Herman Cain, drawn to his business background and unconventional campaign style. But Cain suspended his campaign this month following allegations of inappropriate sexual behavior and a longtime extramarital affair. Cain's decision and Gingrich's performance in nationally televised debates helped some make up their minds.

"He's sold me," said Dan Keith, 61, of Hamilton. Keith and his wife, Pat, said they are convinced that Gingrich has the experience and savvy to be strong against Obama. "I can't see anybody else coming onto the scene that we would go to."

The Keiths said they were undecided when first interviewed three months ago.

"I think before, people liked the other candidates because they were an alternative to Romney. But I'm hearing more people who like Gingrich as Gingrich," said Bill Langdon, co-owner of the Grand Ole Pub, a popular gathering spot for Republican partisans in West Chester. Langdon had been interested in Cain, but doubted whether Cain could win the presidential nomination.

Gingrich is now his choice. "He's the guy they think can go toe-to-toe with the president," Langdon said.

Sandra Arno, of nearby Springdale, turned out for Cain's visit to West Chester in November and liked what she heard. She was deciding between him and Gingrich before Cain stopped campaigning, and most recently was leaning toward the former speaker.

"I think they're both very intelligent, and I think Newt will be good as the candidate," Arno said.

Republican-dominated suburbs like this one ? home of House Speaker John Boehner ? just north of Cincinnati provide a stronghold of votes in a state that no GOP nominee has ever reached the White House without winning. Their enthusiastic turnout to vote for George W. Bush by 2-to-1 margins in 2004 is credited with delivering Ohio to clinch his re-election. It's important for the Republican nominee to be able to attract big numbers in GOP-oriented suburban and rural regions to offset Democratic urban bastions led by Cleveland.

Ohio could be more crucial to Gingrich than some of his rivals because the former House speaker failed to qualify for Virginia's primary ballot. Gingrich's campaign has said he will pursue an aggressive write-in campaign in Virginia, although state law prohibits write-ins on primary ballots.

The state party said over the weekend that both Gingrich and Texas Gov. Rick Perry had failed to submit the required 10,000 signatures to appear on the March 6 ballot. Failing to get on the ballot in Virginia, where Gingrich lives, underscores the difficulty first-time national candidates have in preparing for the long haul of a presidential campaign.

In Ohio, a series of Quinnipiac University polls tracked Gingrich's rise from low single-digits to 36 percent between September and early December. Cain had fallen to 7 percent after leading the pack at 28 percent in October. The sexual harassment allegations against Cain surfaced in late October.

Lori Viars, a conservative activist and anti-abortion leader in Lebanon, predicted that a Romney nomination would keep some Christian evangelicals on the sidelines in November because of concern about his previous positions on issues, led by abortion. Some in her crowd ? Viars is among them ? might also hesitate over Gingrich's personal history, which includes two divorces and acknowledged marital infidelity.

"Newt makes a lot of sense," Viars said. "But everyone makes mistakes, and he certainly is right on a lot of issues."

Several of those who have come around to Gingrich say they're not put off by his personal past.

"Would I want him as marriage counselor? No," said Keith. "But that's not what we're electing."

Keith's wife thinks Gingrich's candidacy is on firmer ground because he's already undergone years of scrutiny.

"They've already raked him over the coals pretty good," Pat Keith said.

Other Republican activists say it's still too soon to pick a candidate in a state where there has been little campaigning, and with the GOP field likely to be smaller by the time of Ohio's primary in March.

This region of Ohio is home to some of the nation's first tea party groups, and a number of activists are loyal to Texas Rep. Ron Paul, who has attracted a band of followers with libertarian-minded calls to bring home U.S. troops and keep the government out of personal decisions.

Cincinnati tea party leader Mike Wilson, though, is "watching and waiting."

Wilson's favorite candidate was Tim Pawlenty, the former Minnesota governor who dropped out in August. Wilson doesn't share the worry about Romney becoming the nominee. He also said a respectable Iowa finish by Minnesota Rep. Michele Bachmann or Texas Gov. Rick Perry could give either of those conservative favorites some traction heading into the contests that follow.

Wilson said Romney can defeat Obama and would work with a Republican-controlled House, should it stay in GOP hands.

"I think we know who the ultimate opponent is ? Barack Obama," Wilson said. "With John Boehner as speaker, I think Romney will sign a lot of Republican legislation over the next four years."

Jamie Dupree's Washington Insider: Republicans Give In

Whether you say that House GOP leaders "caved in" to Democrats or simply gave in to growing pressure within Republican ranks, it was a rough few days for Speaker John Boehner in his party's bid to forge a year-long extension of a payroll tax cut.

"It may not have been politically the smartest thing in the world," Boehner told reporters in announcing the deal with Senate Majority Leader Harry Reid for a two month extension, "but let me tell you what, I think our members waged a good fight."

A quick scan of news web sites though showed that the headlines were not so forgiving for Boehner.

"Payroll tax deadlock ends as House caves," said the Associated Press.

"Boehner caves in on tax cut deal," said ABC News.

Democrats were more than happy to pile on.

"It was about time the GOP put the needs of the middle class ahead of Tea Party politics and agreed to the payroll tax cut," said Rep. Debbie Wasserman Schulz (R-FL).

What did Republicans get in this deal? They got Democrats to agree to appoint negotiators to work out a one year extension of the payroll tax cut in coming weeks - before the next deadline of February 29.

On the Republican side, there was a lot of grumbling from the rank and file.

"I cannot support this concession," said Rep. Allen West (R-FL).

"It seems the politics of demagoguery have won over policy and principle with the concession to enact tax policy on two-month basis," West added.

"It is disappointing that since the Senate failed to do their job, we will now have to have this debate again in two months," said Rep. Scott DesJarlais (R-TN).

The plan is to approve the deal by "unanimous consent" - a term that's well understood in the halls of Congress, but not so well outside of Capitol Hill.

Basically it means that any lawmaker could object to the bill's passage - and if that happens, then Speaker Boehner would call the House back in to session to take a vote next week.

That would cost an estimated $4-5 million.

There was talk that someone would object to the deal; I asked one Republican if he would do that.

"No, that would just cost the taxpayers more money," he said before adding in the final verbal punch.

"They are getting screwed already," he added.

For a third straight year, the Congress is in session just a few days before the holiday break for lawmakers.

Pakistan Attack: NATO Says Mistrust, Bad Maps Led To Deadly Border Attack

KABUL, Afghanistan ? An investigation into a NATO attack that killed 24 Pakistani troops last month near the Afghan border has concluded that a combination of mistrust and bad maps led to the airstrikes on two Pakistani outposts, the U.S. Department of Defense and a NATO official said on Thursday.

"The report says we recognize we made mistakes, and that mistakes were also made by the Pakistanis," said the NATO official, who could not be named because the Defense Department's investigation has not yet been made public.

"We have a lot of work to do to improve coordination, and we've already implemented steps to do that," the official said.

The Defense Department said in a statement Thursday that the investigation found U.S. forces ? given what information they had available to them at the time ? reacted in self-defense and with appropriate force after being fired upon from the direction of the Pakistani border in the Nov. 26 incident.

"Inadequate coordination by U.S. and Pakistani military officers operating through the border coordination center ? including our reliance on incorrect mapping information shared with the Pakistani liaison officer ? resulted in a misunderstanding about the true location of Pakistani military units," said the statement, which was released in Washington.

"This, coupled with other gaps in information about the activities and placement of units from both sides, contributed to the tragic result," it said.

NATO, Afghanistan and Pakistan forces use the joint border control centers to share information and coordinate security operations.

Since the Nov. 26 attack on the Pakistani military outposts on the border between Afghanistan and Pakistan in mountainous east Kunar province, a furious Pakistani government has shut down NATO supply routes to Afghanistan and thrown the U.S. out of its Shamsi Air base in southwestern Baluchistan province. The base was used to maintain drones used in strikes against insurgents hiding in safe havens in Pakistan's lawless tribal belt on the Afghan frontier.

"For the loss of life ? and for the lack of proper coordination between U.S. and Pakistani forces that contributed to those losses ? we express our deepest regret. We further express sincere condolences to the Pakistani people, to the Pakistani government, and most importantly to the families of the Pakistani soldiers who were killed or wounded," the statement said.

It added that the military's focus would now be to learn from the mistakes and "take whatever corrective measures are required to ensure an incident like this is not repeated."

"More critically, we must work to improve the level of trust between our two countries. We cannot operate effectively on the border ? or in other parts of our relationship ? without addressing the fundamental trust still lacking between us. We earnestly hope the Pakistani military will join us in bridging that gap," the statement said.

The NATO official said the incident occurred after a company-sized joint U.S.-Afghan commando unit operating in the Afghan side of the border in eastern Kunar province came under fire from the direction of the border. A company is about 150 troops.

The unit, which could not withdraw safely due to the nature of the terrain, then attempted to determine that the fire wasn't coming from anywhere near Pakistani positions, in order to avoid hitting them, the official said.

At that point "mistakes were made" because different mapping systems were used to determine the exact location of the firefight, he said. Discrepancies on how the border was marked on different maps led the unit to believe they could safely return fire. They then called in airstrikes from F-15 fighter bombers, Apache attack helicopters and an AC-130 Spectre gunship.

"There was also an element of mistrust that contributed to the mistakes," the official said, citing the report.

Tunisia fetes poor town where revolt year began (AP)

SIDI BOUZID, Tunisia ? It was in this hardscrabble town in Tunisia's arid interior that exactly one year ago the death knell sounded for the decades-old system of dictatorships across the Arab world.

With a desperate act of self-immolation, a 26-year-old fruit-seller in Sidi Bouzid unwittingly unleashed a year of turmoil that toppled at least three autocrats in a region once thought to be immune to democracy.

Tunisia's new leaders are part of a festival for the revolution in Sidi Bouzid starting Saturday, to honor the vendor and the protesters whose indignance snowballed into a nationwide and then region-wide phenomenon.

The changes in the Arab world over the past 12 months cannot be overstated. A region synonymous with stagnant authoritarian republics and monarchies is suddenly rife with change ? for better or worse.

The biggest winners so far appear to be the long-repressed Islamist parties, which didn't always lead the revolts but in the subsequent elections in Egypt, Tunisia and Morocco were the best organized and least tainted by the old regimes.

As the country that started the Arab Spring, Tunisia appears to be the farthest along in its transformation, having held its freest elections ever that brought to power a moderate Islamist party that most had thought had been oppressed out of existence.

European tourists knew Tunisia under former President Zine El Abidine Ben Ali for its sandy beaches and cosmopolitan ways, but for many of its people it was 23 years of suffocating iron-fisted rule.

Now a human rights activist is president and an Islamist politician who was jailed by Ben Ali for 15 years is the prime minister at the head of a coalition of left, liberal and religious parties.

The new president even announced on Friday that he was going to sell off his predecessor's many palaces to fund employment programs.

It was one year ago that Mohammed Bouazizi set himself on fire in front of the Sidi Bouzid town hall after he was publicly slapped and humiliated by a policewoman reprimanding him for selling his vegetables without a license. He suffered full-body burns, and died soon afterward.

Until then, he had spent his days pushing around a cart to sell his vegetables, but when his wares were confiscated and his pleas for restitution ignored by town officials, something snapped and a young man who had never left Tunisia transformed the Middle East.

His act struck a chord in the impoverished interior of the country, where unemployment is still estimated at 28 percent.

The demonstrations began in Sidi Bouzid but soon spread to the nearby city of Kasserine and surrounding small towns.

At first it was just local unrest, until clandestinely shot videos started popping up on Facebook and other social networking sites, inspiring youths across the country.

The focus of the protests soon moved to the capital Tunis as tens of thousands braved tear gas and battled police along the elegant, tree-lined boulevards. An estimated 265 Tunisians died in that month of protests that slowly drew the world's attention.

And then abruptly it was over. After Ben Ali's army refused to shoot the protesters and his security forces wavered, Ben Ali fled and flew to Saudi Arabia with his family on Jan. 14.

Experts were quick to explain how Tunisia was unique and the Jasmine Revolution was an isolated event ? until 11 days later tens of thousands occupied Cairo's Tahrir Square and began chanting the same slogan heard in Tunisia: "The people want the fall of the regime."

Not even three weeks later, Egypt's army too turned on its commander in chief and 82-year-old Hosni Mubarak, who had ruled Egypt for almost three decades as the quintessential symbol of Middle East status quo, suddenly resigned.

Four days later, protesters hit the streets in Libya's second largest city of Benghazi, while Yemen began experiencing demonstrations of its own.

Morocco as well sprouted a pro-democracy movement that forced the king to scrabble to make reforms, and eventually even Syria ? a nation famous for its repression ? was awash in protests.

Bouazizi's plight was familiar across the region where growth had not provided jobs, education was poor and widespread restrictions on freedoms left a sense of hopeless frustration.

One year later, many countries are freer but the economic situation remains grim.

Tourists have been frightened away by the unrest, an economic crisis in Europe has damaged traditional export markets and the messy business of democracy has been slow to produce new governments.

Six weeks after its elections, Tunisia is forming its new government, but for the people of Sidi Bouzid, it feels like nothing has changed.

Even during October's elections, when much of the country was euphoric, the young men of Sidi Bouzid sat sullenly in their cafes and complained that they had been forgotten.

Now the focus has returned to this small town surrounded by olive orchards and tall groves of cactus, and a festival for the revolution will be held over the weekend.

There will be parades, poems and speeches by Tunisia's newly elected leaders while balloons the color of the red flag will be released into the air.

Tunisia's leaders have promised that the interior will no longer be neglected and say they have drawn up plans to rebalance investment away from the coast.

If they can succeed, even as the other countries in the region struggle with the complicated aftermaths of their own pro-democracy movements, Tunisia could once more inspire the Arab world.

Moody's cuts Belgium ratings by 2 notches (Reuters)

NEW YORK (Reuters) ? Moody's on Friday cut Belgium's credit rating by two notches, saying the euro zone debt crisis increases funding risks for countries with high public debt burdens.

Concerns about Belgium's economic growth prospects and its banking system, particularly with contingent liabilities stemming from the Dexia group bailout, also contributed to the decision, Moody's said.

"The fragility of the sovereign debt markets (in the euro zone) is increasingly entrenched and unlikely to be reversed in the near future," Moody's said in a statement.

"It translates into heightened potential for funding stress for euro area countries with high public debt burdens and refinancing needs like Belgium," it added.

Belgium's government declined to comment on Moody's decision.

The ratings agency lowered Belgium's local- and foreign-currency government bond ratings to Aa3 from Aa1. The new rating has a negative outlook, which means another downgrade is possible in a couple of years.

The negative outlook reflects ongoing concerns about Belgium's government finances and economic growth prospects in the euro zone due to the debt crisis, Moody's sovereign credit analyst Alexander Kockerbeck told Reuters in an interview.

Belgium on December 5 formed a new six-party coalition government after a caretaker administration approved a budget with austerity measures at the end of November. The budget agreement came just hours after Standard & Poor's cut the country's rating to AA from AA-plus.

The new government must satisfy demands of the Dutch-speaking Flemish majority for devolution of further powers to Belgium's regions, and may have to redraw a budget that economists say is based on too optimistic a growth forecast.

"The recent experience in Belgium is that the political bargaining process can be very challenging and it could be that the new government may need to agree on additional measures," said Kockerbeck.

"It is challenging certainly for the government to come up with additional measures given the downward revisions of economic growth that we experienced in the euro zone as a whole," he added.

Earlier on Friday, rival Fitch Ratings placed Belgium's AA-plus rating on credit watch negative, signaling a downgrade is possible within three months.

Standard & Poor's, which rates the country at AA, also has the rating on watch negative as part of a broader review of 15 euro zone countries.

On Thursday Moody's cut the rating on Dexia's French division Dexia Credit Local to Baa1 from A3, citing concerns about the comprehensiveness of the funding guarantee scheme provided to the unit. It threatened the division with more cuts.

In October, Belgium, France and Luxembourg agreed to guarantee the bond funding raised by the division for the next 10 years, up to 90 billion euros ($116.6 billion).

Consumer inflation unchanged in November

U.S. consumer prices were flat in November as Americans paid less for cars and gasoline, while the 12-month inflation reading fell for the second straight month, which could give the Federal Reserve more room to help a still-weak economy.

The Labor Department said on Friday the Consumer Price Index was unchanged last month. Economists had expected an increase of 0.1 percent after a drop of 0.1 percent in October.

Prices rose 3.4 percent in the 12 months through November.

That is off from the 3-year high of 3.9 percent clocked in September, and Friday's report backs the view that the spike in inflation is subsiding.

Economists and investors see inflation cooling over the coming months, which could help convince the Federal Reserve to do more to bring down the country's 8.6 percent unemployment rate.

Earlier in the week, the Fed warned that turmoil in Europe presents a big risk to the U.S. economy, and policymakers left the door open to possible further steps to boost growth.

Fed officials are divided among those who think high unemployment and sluggish growth require more action and those who view the central bank's already-aggressive efforts as bordering dangerously on an invitation to inflation.

Most economists have said the Fed's next meeting on Jan. 24-25 would be the more likely occasion for any new moves to add to the U.S. central bank's already extraordinary push to bring down borrowing costs and help growth.

Food prices rose 0.1 percent, while gasoline fell 2.4 percent.

Outside food and energy, prices climbed 0.2 percent in November.

In a sign that could give pause to policymakers still concerned about inflation, core prices rose 2.2 percent in the 12 months through November, up from 2.1 percent in October.

The U.S. central bank has held overnight interest rates near zero since December 2008 and has bought $2.3 trillion in government and mortgage-related bonds in a further attempt to stimulate a robust recovery.??

Child abuse changes the brain, study finds

ScienceDaily (Dec. 5, 2011) ? When children have been exposed to family violence, their brains become increasingly "tuned" for processing possible sources of threat, a new study reports. The findings, reported in the Dec. 6 issue of Current Biology, a Cell Press publication, reveal the same pattern of brain activity in these children as seen previously in soldiers exposed to combat.

The study is the first to apply functional brain imaging to explore the impact of physical abuse or domestic violence on the emotional development of children, according to the researchers.

"Enhanced reactivity to a biologically salient threat cue such as anger may represent an adaptive response for these children in the short term, helping keep them out of danger," said Eamon McCrory of University College London. "However, it may also constitute an underlying neurobiological risk factor increasing their vulnerability to later mental health problems, and particularly anxiety."

Maltreatment is known to be one of the most potent environmental risk factors associated with anxiety and depression. Still, McCrory said, "relatively little is known how such adversity 'gets under the skin' and increases a child's later vulnerability, even into adulthood."

The new study shows that children with documented exposure to violence in the home differ in their brain response to angry versus sad faces. When presented with angry faces, children with a history of abuse show heightened activity in the brain's anterior insula and amygdala, regions involved in detecting threat and anticipating pain.

McCrory says the changes don't reflect damage to the brain. Rather, the patterns represent the brain's way of adapting to a challenging or dangerous environment. Still, those shifts may come at the cost of increased vulnerability to later stress.

Although the results may not have immediate practical implications, they are nonetheless critical given that a significant minority of children are exposed to family violence, McCrory says. "This underlines the importance of taking seriously the impact for a child of living in a family characterized by violence. Even if such a child is not showing overt signs of anxiety or depression, these experiences still appear to have a measurable effect at the neural level."
